Annual Report to Governor, Senate President, House Speaker, Senate Education, Health & Environmental Affairs Committee & House Environmental Matters Committee due Dec. 1 (Chapters 488 & 489, Acts of 2010).


The Maryland Sustainable Growth Commission was authorized on July 1, 2010 (Chapters 488 & 489, Acts of 2010). The Commission is charged with assessing what progress State, regional, and local planning agencies are making towards achieving the goals of the State Economic Growth, Resource Protection, and Planning Policy (Code State Finance & Procurement Article, sec. 5-7A-01). Consistent with that Policy, the Commission is to make recommendations on the adequacy, coordination, and implementation of funding mechanisms and State assistance for planning, infrastructure, and land preservation. To facilitate voluntary joint planning among State and local jurisdictions, the Commission will make recommendations that promote coordination and cooperation. Further, the Commission will advise on the content, preparation, and implementation of the State Development Plan, the State Transportation Plan, and the State Housing Plan, and also consider how they relate to local land use plans.

To achieve the goals of the State Economic Growth, Resource Protection, and Planning Policy, the Commission will recommend and promote model State and local development regulations. State and local smart growth indicators will be evaluated for continuing viability, effectiveness, and possible changes. Local adequate public facilities ordinances also will be reviewed by the Commission to assess their impact on achieving goals of the Policy.

Authorization for the Commission ends December 31, 2020 (Code State Finance & Procurement Article, sec. 5-707).
